The unknown illustrator of the Wicked Queen and her Magic Mirror in the Snow White is I believe Gerry Embleton!
Judging by the style, with the shiny silk effect, I would have said the illustrator was Ron Embleton. He illustrated this story quite a few times. I had a look at Gerry Embleton’s work and generally his work has a more ultra-realistic, warts-and-all sort of feel than Ron Embletons stylized, solid but dreamlike rendering.
